Notice of Race

15 & 16 November 2008

1.Time and Place
 1.1The Laser National Championships 2008 will be held on the waters off the Royal Varuna Yacht Club, South Pattaya, Thailand.
2.Organizing Authority
 2.1

The Organizing Authority is the Sailing Committee of the Royal Varuna Yacht Club in conjunction with the Yacht Racing Association of Thailand.

3.Rules

3.1

The Laser National Championships 2008 will be governed by:
o The 2005 - 2008 International Sailing Federation (ISAF) Racing Rules of Sailing.
o The current Class Rules of participating yachts.
o The RVYC Sailing Instructions for the Laser National Championships.
o This Notice of Race.

 3.2The official language is English.
4.Advertising
 4.1The Laser National Championships 2008 are classified as a Category C event, in accordance with the ISAF Advertising Code - Regulation 20.
 4.2The main event sponsor is.
 4.3Individual sponsorship conflicting with the event sponsors business category shall not be allowed.

5.

Entry and Eligibility

5.1

The Laser National Championships 2008 are open to Laser classes Standard and Radial.

5.2

A minimum of five yachts must be fully registered before 10:00 hrs on the morning of the first race to constitute a class.

 5.3To enter, send a completed entry form to the Sailing Secretary at the address above by Sunday 8 November 2008. Payment of the entry fee has to be made at the club during the official registration on Saturday morning.
 5.4Late entries may be accepted by the Organizing Authority, but will incur an additional 200 Baht fee.
 5.5An entry will be accepted when the all details are filled.
 5.6Yachts shall register with the Organizing Authority on Saturday 18 October 2008 before 10:00 hrs.
6.Entry Fees
6.1The Entry Fee is 1,000 Baht per person. A discounted Entry Fee of 800 Baht will apply to entries received by Sunday 8 November, 2008. This fee includes 500 Baht for membership of the Thailand chapter of the International Laser Class Federation. For accounting purposes this membership fee of 500 Baht has to be paid in cash.
6.2The entry fee will cover the cost of yacht entry. Tickets for socials will be available at the club front desk.
 6.3For Thai Navy personnel the Entry Fee will be 300 Baht per person.
7.Charter Yachts
7.1

A limited number of yachts may be available for charter on a first come, first serve basis. Contact the reception desk at 0-3830-6290, or email the office for details on availability, rental fees, security deposits.

8.

Programme of Events

 8.1The Laser National Championships 2008 will consist of up to 8 races. A minimum of 4 races is required to constitute the regatta.

9.Courses to be sailed
 9.1Courses to be sailed will be triangle, trapezoidal or windward/leeward.
10Time Limits
10.1The time limit for the first yacht to finish a race is 80 minutes. The time limit between the first and the last yacht in a race is 20 minutes.
11.

Equipment

11.1

Competitors are expected to bring their own hulls, spars, foils, sails, control lines and other requirement as allowed by class rules.

11.2

Yachts or equipment entered in the Laser National Championships 2008 may be withdrawn and another yacht or equipment in the same class substituted only when a serious gear failure has occurred and with the written permission of the Race Officer

11.3

.No changes shall be made in the sail numbers indicated on the entry form, without the written permission of the Race Officer.

12.

Sailing Instructions

12.1

The RVYC Sailing Instructions for the Laser National Championships 2008 are published on the Club's website and will be available during registration.

13.

Scoring System

13.1

The Low Point Scoring System, Appendix A4.1 of the Racing rules will apply.

13.2Discards will be as follows:
If 6 or fewer races are completed then there will be no discards.
If 7 or 8 races are completed the worst score may be discarded.
14Protest Committee
14.1A Protest Committee will be appointed.
15.Prizes
15.1Prizes will be awarded as follows: Standard 1st to 4th, Ladies 1st and Radial 1st.
16.Weather Conditions
16.1In October weather conditions are expected to be around 30 degrees centigrade, with wind from a South-Westerly direction at 6 to 20 knots.
17.Disclaimer
17.1Competitors participate in the Laser National Championships 2008 entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority, officers, members and volunteers will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.
